The server does not mine and creates no transactions. Miners fetch /api/work, do real double-SHA-256 proof-of-work and submit blocks that commit to the open Y candidate. When both an E block and a D block exist, the checkpoint finalizes: id = SHA-256(DOMAIN ‖ prev ‖ Y state root ‖ E evidence ‖ D evidence) and the checkpoint reward (declining emission, see below) is split 50/50 between the two miners' wallet addresses. (SHA-256d stands in for RandomX/ETChash.)
